The detailed governance authority has moved to Apply Governance Policies. It documents server-full Cedar behavior, profile exclusions, HTTP and tool boundaries, empty-policy denial, and the current permit-all policy-load fallback.

For a human decision that follows policy evaluation, continue to Resolve Tool Approvals. Approval cannot reverse an effective-policy or Cedar denial.
