Adopt, verify, and operate 3.x

The operations track covers 2.x-to-3.0 and alpha-to-stable migration, renamed and moved APIs, compatibility, security and tenant boundaries, performance, testing, deployment, troubleshooting, skills, release recovery, and partial publication. Stable promotion remains a human-reviewed operation over an immutable certification bundle.

All twelve npm packages are public at stable 3.2.0 on latest (the broken 3.0.0 manifests are deprecated). Documentation deployment and example tests never authorize or perform registry mutations. Registry trust, approval, package integrity, and post-publish consumer gates remain in force for future releases.
